HHM RECEIVES NAVFAC AWARDS
FOR "EXCEPTIONAL SERVICE IN THE RECOVERY OF NAS PENSACOLA
FROM THE DEVASTATION OF HURRICANE IVAN"

HHM received two commendations from Naval Facilities Engineering Command (NAVFAC) during a special ceremony held recently in Washington, DC. Rear Admiral Michael F. Loose, Commander, NAVFAC and Chief of Civil Engineers, presented the Commander’s Certificate of Commendation to David W. Moore, Jr., President of HHM. Karen E. Hughes of HHM and S. Patrick Sparks, P.E. and President of Sparks Engineering, Inc. were also present for the award ceremony. HHM also received a Letter of Appreciation from CAPT R. B. Raines, Commander, Southern Division, NAVFAC, whose jurisdiction includes NAS Pensacola. The awards represented the outstanding work completed at NAS Pensacola for the Preservation Analysis Reports (PARS) and the Historic American Building Survey (HABS) documentation.

As part of post-Hurricane Ivan recovery efforts, HHM undertook detailed analyses of 16 buildings that suffered extensive damage in the Pensacola Naval Air Station Historic District, which was designated a National Historic Landmark (NHL) in 1976. HHM’s team, which included Sparks Engineering Inc., and Heimsath Architects, produced extensive and highly detailed reports that considered the significance, assessed the structural integrity, and developed cost analyses for various treatment options for each of the buildings. The reports were lauded as "central to the Navy's successful consultation efforts at NAS Pensacola." All parties, including the Department of the Navy, the Florida State Historic Preservation Officer, the Advisory Council on Historic Preservation, and the National Trust for Historic Preservation praised the reports.

During this same recovery effort, HHM also prepared Historic American Buildings Survey (HABS) documentation for 41 buildings at NAS Pensacola, most of which are also within the NHL district. Completed in 2005, the documentation was prepared to HABS Level II and III standards and included a detailed analysis of the physical attributes and historical associations of each resource well as large-format photographs.

As stated in the letter accompanying the Certificate of Commendation, Rear Adm. Loose noted, "Tasks that would normally take fifteen to eighteen months were completed professionally and with the highest quality in less than six months. All services were rendered with a constant focus on the Navy's ability to effectively accomplish operational and training mission requirements." The award ceremony took place at NAVFAC Headquarters at the Washington Navy Yard in May 2006.
